I am not sure who's singing, but it's a beautiful sad song about Al Janoub [South Lebanon].
The lyrics are in Arabic.

I believe this is by "Umaya al Khaleel".

The song is a tribute to "Jabhat Al Moqawama Al Wataniya i.e. Lebanese Communist Party and other parties" who took to arms and decided to liberate the south of Israeli Invaders at a time when the south was just used by politicians and poets for electorial purposes.
